HANOI, July 10, 2012 -- During her visit to Hanoi on July 10, 2012, U.S. Secretary of State Hillary Clinton congratulated Ms. Pham Thanh My, the first scholarship recipient under the Higher Engineering Education Alliance Program (HEEAP) that aims to improve the quality of engineering education in Vietnam.  HEEAP is supported by USAID, Intel, Arizona State University and other private sector partners. The scholarship program component of HEEAP supports and encourages female students in completing technical programs at vocational colleges in Vietnam.
